Outerinfo is committed to abiding by our industry’s evolving best practices. As a result of this commitment, our users are able to make the informed choice of accepting or declining our offer of time-shifted advertising in exchange for free access to our constantly growing catalog of premium content.  We require our partners meet the following guidelines to ensure our users receive a safe and valuable online experience: 

DISCLOSURE AND CONSENT

The following is a list of steps that must be taken by us and our partners to notify consumers as to what our software (“Outerinfo Software”) does and how it works:
  • All partners must offer an application (“Partner Software”) that offers a clear function or value to the user;
  • Our partners cannot use the word “Free” when advertising Outerinfo supported Partner Software, without disclosing it is advertising supported in the same advertisement;
  • Before installing Outerinfo Software, users are provided with plain language disclosures as to what Outerinfo Software is and how it works, in addition to a complete End User License Agreement and link to our Privacy Policy. Our policy is that the user must opt-in (consent) to the download before the install of Outerinfo Software will initiate;
  • The user can access further information about Outerinfo Software through the “Start / All Programs” menu, including direct links to customer support and uninstall instructions;
  • Delivered ads are labeled as coming from Outerinfo Software and the Outerinfo icon appears in the System Tray indicating that the software is running;
  • Outerinfo Software has an uninstall capability directly from the Add/Remove Programs menu.
PARTNER SOFTWARE OPERATIONAL CRITERIA

In addition to the above disclosure and consent requirements, Outerinfo partners must only distribute Partner Software in conjunction with the Outerinfo Software that adheres to the strictest operational criteria in the industry. This allows Outerinfo to protect our consumers and allows our users to trust our partners. The following is a detailed list of operational criteria:

  • Partner Software must not modify security settings on users’ computers.
  • Partner Software must not be installed without explicit notification to and consent from the user. The user, during the installation process, must be informed about the installation and major functionality of any and all software that is bundled with the Partner Software, including the Outerinfo Software.
  • Partner Software must include access to an End User License Agreement with clear notification of all items installed and their functions and intentions.
  • Partner Software shall not, without explicit and sufficient notice and user consent, do any of the following:
    • Gain access to a user’s computer
    • Include or use any automatic updating feature
    • Reinstall itself or portions of itself after it is removed
    • Disconnect or alter the user’s internet connection such as dial-up to connect the user to a premium rate service or other connection outside of the original ISP connections
    • Monitor items such as keystrokes, emails, instant messages, capture screenshots, history of open programs and or documents
    • Alter search results, home pages, or search pages outside of the standard results provided by the default browser settings
    • Place entries in the users HOSTS file that will redirect or block standard searches, queries, typed in URLs, and other sites
  • Partner Software must not be bundled into other applications without clear notice of its inclusion and functions.
  • Partner Software must not exploit security vulnerabilities or security settings in lieu of consent to install the Partner Software.
  • Partner Software must not install applications that are not easily removable through Add/Remove Programs, which removal may be made available either through the Partner Software or the application it supports.
  • Partner Software must not make use of the user’s computer as a relay for activity such as spamming, messenger spam distribution, denial of service attacks or extended system compromising such as accessing another computer.
  • Partner Software must not gain or exercise control over a user’s computer.
  • Partner Software must not cause damage to or remove any component of the user’s operating system such as winsock files.
In any instance where we suspect that a partner channel has been compromised, we will use best efforts to provide every user within the compromised channel appropriate messaging. This messaging will provide one-click removal of the fraudulently installed software as well as an opportunity for the user to explicitly opt-in if they wish to keep the software.
